Distribution of Duties & Responsibilities (Administrative)
Section 4(i)(b)(ii) of RTI Act-2005

SHRI N.N. NAYAK,O.P.S., ASST. DIRECTOR.
  • He will look after the matters relating to Establishment Section.
  • He will look to the functioning of Planning/Procurement/Building Section.
  • He will supervise the works of the concerned section, ensure discipline and initiate submission of performance report for sanction of annual increment.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.
SHRI N. BISI,O.P.S.,D.S.P..
  • He will act as D.D.O. of BPSPA and look after the Audit and Accounts matters and ensure maintenance of Cash Books, Budget Control Register, all connected Registers, Vouchers and papers of Accounts.
  • He will look after the timely drawls of the bills concerning State Plan, General Budget, Modernization, S.R.E. Scheme and other bills.
  • He will supervise the works of Accounts Section, ensure discipline and initiate submission of performance report for sanction of annual increment.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.

SHRI A.K. CHOUDHURY,O.P.S.,D.S.P.
  • He will look after Basic Course of training for Cadet Sub-Inspectors of Police, Excise S.I., Dy. Subedars, Sergeants conducted in the Academy. He will monitor all the files of Basic Training Course which will be routed through him.
  • He will look after the Examination Cell of BPSPA.
  • He will act as Hostel Superintendent of Hostel No.4. He will be assisted by Inspector B.K. Biswal in this regard.
  • He will supervise the works of the concerned section, ensure discipline and initiate submission of performance report for sanction of annual increment.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.


SHRI G.B. PATI,O.P.S.,D.S.P..

  • He will look to the functioning of training section (inside and outside the State of the BPSPA). He will monitor processing of all the files relating to sponsore of names of Police Personnel from the rank of Constables to I.P.S. Officers for training booth inside (0ther than BPSPA) and outside the State.
  • He will look after the Library of BPSPA, suggest requirement/ purchase of Books/ periodicals etc. for the Library .The files will be routed through him.
  • He will supervise the works of the concerned section and the officials handling the files and the Library, ensure discipline and initiate submission of performance report for sanction of annual increment.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • Any other work especially entrusted to him by the authorities from time to time.

SHRI P.K. RAY,O.P.S.,D.S.P.
  • He will look to the preparation of annual training Calender and organize all the Specialised/Inservice Training/Capsule Courses/TOT for the Executive Staff to be conducted at BPSPA.
  • He will act as Liaisioning Officer of BPSPA. He will co-ordinate with other Government Offices for taking up repair work of the Infrastructures of the Academy.
  • He will supervise the work of the Training Section(Specialised Course), ensure discipline and initiate submission of performance Report for sanction of annual increment.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • He will also look after the Grain Store/functioning of the Grain Store and ensure that it runs smoothly and uninterruptedly and Fairly.
  • Any other work specially entrusted to him by the authorities from time to time.


SMT. B.L. MISHRA,O.P.S.,D.S.P.

  • She will look after the all trainings sponsored by other departments including Mahila and Sishu Desk and Women and Children related issues. All the relevant files in this regard shall be monitored by her and routed through her.
  • She will deal with all matters pertaining to Hospital.
  • She will look to the proper functioning of the Canteen in the Campus.
  • She will act as the Hostel Superintendent of Hostel No.2 i.e. Ladies Hostel. She will be assisted by Inspector G.P. Panda in the regard.
  • She will take classes when assigned to her during any training Course.
  • She will make all arrangements for the particular course of training when assigned to her.
  • Any other work specially entrusted to her by the authorities from time to time.

SHRI R.J. SAHU,O.P.S.,D.S.P.
  • He will prepare Training Manual of BPSPA. He will be assisted by Sri G.B.Pati,O.P.S.,D.S.P., Sri B.Satpathy,O.P.S.,D.S.P. and SriJ. Aind,O.P.S., D.S.P.. Sri A.K. Bal, Dy.Commandant in charge of Out-door training in this connection.
  • He will act as Hostel Superintendent of Hostel No.1. He will be assisted by Inspr. D.K. Barik in this regard.
  • He will co-ordinate with Forest Department and others and ensure plantation, beautification of Campus.,oversee the new constructions.
  • He will make all arrangements for the particular course of training when assigned to him.
  • He will take the classes when assigned to him during any training Course.
  • Any other work specially entrusted to him by the authorities from time to time.

SHRI B. SATPATHY,O.P.S.,D.S.P.
  • He will look to the preparation and revision of Police Manual, other Manuals, P.O.,P.C.O. and Research Work. All the files will be routed through him.
  • He will be the in-charge of promotional training course of D.C.S.Is/ Deptt. Excise S.I. and other promotional training courses.
  • He will act as Hostel Superintendent of Hostel No.3. He will be assisted by Inspector R.L. Sethi in this regard.
  • He will take the classes when assigned to him during any training course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.

SHRI J. AIND,O.P.S.,D.S.P
  • He will look after the Computer Training of BPSPA. It will be his responsibility to see that the Computer trainers do not sit idle and their services are constantly utilized. He will co-ordinate with I.T. Department and ensure that the Computer application for BPSPA is developed early.
  • He will look to the processing of the Progress Reports of I.P.S. Probationers and other trainees and correspondence thereof.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.
SHRI A.K. BAL, DY. COMMANDANT
  • He will look after the functioning of the Reserve Office, G.P. Store, Motor Vehicles and Arms and Ammunitions of BPSPA.
  • He will grant C.L./P.L. of Constables/Drivers/F.Os. and will be responsible for ensuring overall efficiency and discipline in the Reserve Office. He will supervise the works of the concerned Section, ensure discipline and initiate submission of performance Report for sanction of annual increment.
  • He will remain in overall charge of the Out-door Training and look after hygienic and sanitation of Campus of BPSPA through R.I. He will oversee the construction of Playground/Sports facilities.
  • He will supervise the work of R.I. and Subedar and all Out-door staff.
  • He will take the classes when assigned to him and make arrangements for the particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.
  • He will conduct and supervise regular Inspection of the Hostels to ensure alertness, Orderliness etc. regularly.

SHRI R.K.DASH,,O.P.S., Dy.S.P.
  • He will act as Registrar, B.P.S.PA
  • He will prepare the Check Sheets of the In-door classes of the S.Is and above as well as the classes of the Faculty members and ensure the preparation of the weekly time tables and its circulation among the members of the training staff and trainees.
  • He will arrange Special classes for trainees found deficient in one or more subjects.
  • He will be responsible for the proper observance of the rules and discipline by the trainees and any lapses shall be brought to the notice of the Director, BPSPA.
  • He will make all arrangements for snap tests/ terminal, final examinations and consideration Boards.
  • He will take the classes when assigned to him during the training Course.
  • He will process the File/Register for granting of C.L to the trainees.
  • He will make all arrangements for a particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.

Shri Sampad Mishra,,O.P.S.,Dy.S.P
  • He will look to the preparation of case studies for the trainees in co-ordination with D.S.P. Sri A.K. Choudhury & Registrar.
  • He will conduct Model Police Station Training of Cadet Sub- Inspectors.
  • He will assist in the preparation and revision of syllabus of Cadet Sub- Inspector of Police, Dy.Subedars , Sergeants in Basic Course of Training.
  • He will take the classes when assigned to him during any training Course.
  • He will make all arrangements for the particular course of training when assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.

SHRI B.K. BISWAL, INSPECTOR OF POLICE.
  • He will act as Asst. Registrar, B.P.S.PA.
  • He will look to the seat arrangements, proper management of Indoor Classes, timely progress of the lessons and maintain daily attendance Register, Morning report etc. of the trainees.
  • He will make all official communication with the trainees present and previous batches in connection with the examination and maintain registers on training matters.
  • He will process Feed back File of the trainees and put up to the Director for appraisal.
  • He will collect lesson plans from the Faculty members in advance and put up to the Director for scrutiny.
  • He will take classes when assigned to him during any training course.
  • He will act as Asst. Course Co-ordinator for a particular course of Training when assigned to him
  • Any other work specially entrusted to him by the authorities from time to time.

Shri D.K. BARIK, INSPECTOR OF POLICE.
  • He will assist D.S.P. in the preparation of case studies for the trainees.
  • He will act as Asst. Hostel Superintendent of Hostel No.I.
  • He will take the classes when assigned to him during any training Course.
  • He will act as Asst. Course Co-ordinator in a particular training course assigned to him.
  • He will assist D.S.P. Sri B. Satpathy in the preparation and revision of different Manuals.
  • Any other work specially entrusted to him by the authorities from time to time.

SHRI ANUP KANUNGO, INSPECTOR OF POLICE.
  • He will assist D.S.P. R.J. Sahu in raising Plantation, beautification of the Campus and over see new constructions etc.
  • He will Co-ordinate with Revenue/PHD/PWD/Energy & others for alienation of land and speedy execution of works.
  • He will take the classes when assigned to him during any training Course.
  • He will act as Asst. Course Co-ordinator in a particular training course assigned to him.
  • He will assist D.S.P. Sri B. Satpathy in the preparation and revision of different Manuals.
  • Any other work specially entrusted to him by the authorities from time to time.


SHRI TAREQUE AHEMAD, INSPECTOR OF POLICE.
  • He will assist D.S.P. R.J. Sahu in preparation of Training Manual.
  • He will look to the proper functioning of Grain Stores and Co-ordinate with D.S.P. concerned in this regard.
  • He will act as Asst. Superintendent of Hostel No.-III.
  • He will process Feed back File of the trainees and put up to the Director for appraisal.
  • He will collect lesson plans from the Faculty members in advance and put up to the Director for scrutiny.
  • He will take classes when assigned to him during any training course.

  • Any other work specially entrusted to him by the authorities from time to time.
SMT. RANGALATA SETHY, INSPECTOR OF POLICE.
  • She will maintain the Service Book of the Officers/men from the rank of F.O. to A.S.I. of Police and equivalent ranks and D.C.S.I. trainees. She will process their promotional files. She will open the Service Book of the newly recruited trainees.
  • She will process C.L./E.L. of the Officers/men from the rank of F.O. to A.S.I. and equivalent ranks and put up the Register before Asst. Director/ Dy. Commandant for grant of leave.
  • She will maintain Summon/Warrant receipt Register/File and issue Command Certificate to the trainees for Court attendance after obtaining orders.
  • She will process Feed back File of the trainees and put up to the Director for appraisal.
  • He will collect lesson plans from the Faculty members in advance and put up to the Director for scrutiny.
  • Any other work specially entrusted to her by the authorities from time to time.

SMT. SASMITA SWAIN, INSPECTOR OF POLICE
  • She will act as Asst. Course Co-ordinator and assist D.S.P. B.L. Mishra in organizing all the sponsored training programmes.
  • She will act as Asst. Hostel Supdt. of Hostel No.II Ladies Hostel.
  • She will assist concerned D.S.P. in conducting M.S.D. training at the Academy.
  • She will take the classes when assigned to her during any training Course.
  • Any other work specially entrusted to her by the authorities from time to time.

SMT. MINATIRANI PRADHAN, INSPECTOR OF POLICE
  • She will look to the proper functioning of the Library and assist concerned D.S.P. in this regard.
  • She will assist concerned D.S.P. in organizing Computer Course of training in the Academy.
  • She will take the classes when assigned to her during any training Course.
  • She will act as Asst. Course Co-ordinator in a particular training course assigned to her.
  • Any other work specially entrusted to her by the authorities from
    time to time.

SHRI GURU PRASAD SHIVA SANKAR NANDA, INSPECTOR OF POLICE
  • He will assist in the preparation and revision of Syllabus of C.S.I., Dy.Subedar, Sergeant in Basic Course of training.
  • He will assist in the preparation of Training Manual.
  • He will take the classes when assigned to him during any training Course.
  • He will act as Asst. Course Co-ordinator in a particular training course assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.

SHRI BANSHIDHAR ROUT, INSPECTOR OF POLICE
  • He will assist in the preparation and revision of Syllabus of C.S.I., Dy.Subedar, Sergeant in Basic Course of training.
  • He will assist in the preparation of Training Manual.
  • He will take the classes when assigned to him during any training Course.
  • He will act as Asst. Course Co-ordinator in a particular training course assigned to him.
  • Any other work specially entrusted to him by the authorities from time to time.

Shri A.K.Sethy, Section Officer
The Section Officer is in complete charge of all the Sections under his control.
  • He will scrutinize all files and record his noting in the file and ensure maintenance of pending list in accordance with Odisha Records Manual Para-114-116.
  • He is responsible for the supervision of the work in Accounts Section and shall ensure proper maintenance of Cash Book and Registers connected with the Accounts.
  • He will supervise and control the work of each Assistant and ensure proper and early action on the letters received on important and urgent matters . All files should pass through him. He will peruse the pendency of daks of each seat, scrutinize Log Books maintained by the Assistants and ensure necessary follow up action for pending proposals and other important matters.
  • He will sign the Attendance Register in token of check and ensure that it reaches the Superior Authority by 10.30 A.M..
  • He will act as Cashier of BPSPA and remain in-charge of Govt./Private Cash.
  • He is responsible to exercise proper control over the staff of the office, supervise their works so far as it relates to maintenance of registers and letters.
